Solutions for public institutions

# Public services, held in public trust.

A citizen who fills in a form online is trusting the state with their data. We build e-services, digital archives, and paperless administration for ministries, local authorities, and public establishments, hosted on the institution's own servers or with a provider in Somalia, documented, and handed over to the institution that runs them.

[What we build](https://soulthread.group/so/public-institutions/#build)

What we build

## From the counter to the archive

1. ### Citizen e-services

Online applications, appointments, payments, and tracking of requests, in Arabic, French, and English, usable on any phone.

2. ### Paperless administration

Mail registers, internal workflows, approvals, and electronic records that replace paper circulating between offices.

3. ### Digital archives and heritage

Digitization of records, manuscripts, and collections, with search and long-term preservation on infrastructure in Somalia that the institution controls.

4. ### Local AI for administrations

Search across regulations and files, help with drafting and summarizing, and reading of scanned documents, on models that run on the institution's own servers.

5. ### Secure devices for officials

Phones and computers hardened and managed by the institution, for the people who handle confidential matters.

6. ### Dashboards and statistics

Indicators for management and public reporting, built on the institution's own data.

Public trust

## A public service should depend on no one outside

A public service that runs on a foreign platform can be changed, repriced, or switched off by someone the citizen never chose. One that runs on infrastructure in Somalia, with its source and documentation in the hands of the institution, answers only to the people it serves.

We design for that: residency by architecture, accounts and logs on the institution's side, and a handover that leaves your teams able to run, change, and audit what we built.

How a project runs

## One procedure at a time

1. ### Diagnosis

We map the procedure, the people who handle it, and the paper it runs on today.

2. ### Pilot service

One procedure taken online or paperless first, with real users and measured results.

3. ### Extension

More procedures and more sites, on the same foundations.

4. ### Training

Training for the staff who run the service and the agents who use it every day.

5. ### Handover

Documentation, source access as agreed, and support, so the institution stays in control.

## Tell us about your institution

A procedure to take online, an archive to digitize, or a service to modernize: tell us where you start from and we will propose a first step.
